Administrative History

The Federal Cooperative Demonstration program included children in its activities as early as 1906. The children were encouraged to participate in boys and girls clubs that promoted good agricultural and home economics practices. The Smith-Lever act of 1914 provided for creation of a permanent Cooperative Demonstration program funded by the federal governments and administered by the U.S. Department of Agriculture and the land-grant colleges. 4-H was a continuation of the early boys’ and girls’ clubs and was administered by the Cooperative Extension program at Oklahoma A&M College beginning in 1916. The current 4-H program offers some eighty different projects for boys, girls and their families. The projects are tools used to teach life skills through hands on experiential learning methods. In addition to club work, the 4-H program offers a variety of school enrichment programs that classroom teachers can use to enhance the core subjects they teach. Some of the publications in this collection are numbered with a 4-H literature number, while some are not. Leaders’ Guides, Members’ Manuals and Guides, Projects and other pieces of literature that are intended as learning resources for club members are housed in the Member’s Guides, Leader’s Guides and Projects Series. Publications entitled “Program Ideas” are one incarnation of 4-H Member’s Guides. The content of these publications is the same as many of the Member’s Guides. These publications are also dispersed amongst the subheadings in the Member’s Guide’s series. Many early Member’s Guides, Manuals, etc. were published as Extension Circulars or Agricultural Experiment Station Bulletins. These publications can be found in the Circular and Bulletin collections. Copies may be in this collection, but only if they are duplicates of what exists in the Circular and Bulletin collections.
